California Special Education Data
& Parent Resources
Understand Your School District. Explore the Data. Advocate With Confidence.
Every parent deserves access to information about how their school district serves students with disabilities.
The California Department of Education (CDE) publishes reports on special education outcomes, student discipline,
academic achievement, educational placement, and other important measures.
At Spectrum Optimal Care LLC, we believe informed parents are better equipped to ask meaningful questions,
participate in IEP meetings, and advocate for their children's educational needs.
We've gathered official California resources in one place to help you explore publicly available information about your school or district.
1. Special Education Disproportionality
Are certain student groups disproportionately identified for special education, disciplined, or placed in more restrictive educational settings?
Disproportionality occurs when particular racial or ethnic groups are overrepresented in specific special education outcomes.
California examines patterns involving:
-
Identification for special education services.
-
Identification within specific disability categories.
-
Suspension and expulsion.
-
Placement in more restrictive educational environments.
The state also identifies districts with significant disproportionality based on established criteria and multiple years of data.

Questions parents can ask:
-
Has my district been identified for significant disproportionality?
-
Which student groups and outcomes were identified?
-
What corrective actions or improvement activities are being implemented?
-
How does the district monitor equitable access to services and educational opportunities?
A disproportionality finding identifies a system-level concern. It does not, by itself, establish that an individual student's rights were violated.
2. Annual Special Education Performance Reports
How is my district performing on important special education measures?
CDE publishes Annual Performance Report Measures for local educational agencies, including school districts and qualifying charter schools.
These reports provide information about special education outcomes and compliance indicators. Depending on the indicator, they may address educational placement, assessment timelines, graduation, dropout rates, discipline, and other measures.

English language arts and mathematics performance.

4. Special Education Enrollment and Educational Placement

CDE provides information about special education enrollment and educational settings, including data related to the Least Restrictive Environment (LRE).
Reports may be filtered by disability category, race or ethnicity, grade span, school, and district.

Questions parents can ask:
-
What percentage of students with disabilities receive instruction in general education settings?
-
How does placement vary across disability categories?
-
How does the district determine appropriate educational placement?
-
What supports are available to help students participate in less restrictive settings?
Placement decisions must be individualized. District-wide placement statistics do not determine the appropriate placement for a particular student.
5. Student Discipline, Suspensions, and Attendance
Are students with disabilities experiencing higher rates of suspension or chronic absenteeism?
Discipline and attendance data can help families identify patterns that deserve further discussion.
Parents can explore publicly reported information about suspensions, absenteeism, and student groups through CDE's DataQuest system.

These reports examine statewide progress toward special education performance and compliance targets.

These reports are useful for understanding statewide priorities and comparing broader trends with local outcomes.
How to Use This Information at Your Child's IEP Meeting
Public education data can help parents ask informed questions, but it should be considered alongside their child's individual evaluations, IEP goals, progress reports, and educational experiences.
Consider asking:
-
How does the district's reported performance relate to the supports available for my child?
-
What data are being collected to evaluate whether my child's IEP is effective?
-
How are behavioral and academic interventions monitored?
-
What steps does the team take when a student is not making expected progress?
-
What additional assessments or supports should the team consider based on my child's individual needs?
Remember: Statewide and district-level reports provide important context, but every student's educational needs must be considered individually.
